ORDER:
The Government of Tamil Nadu has
recently announced that it would give special focus
to the field of bio-technology. However, the awareness
level of the Industry is very low as to the areas
which could be taken up for investment. There are
many medium and large scale industries based in
Tamil Nadu which are looking for diversification
and alternative investment. Hence, this would be
the right moment to educate them about the opportunities
available. The State Government of Karnataka that
holds the annual convention on biotechnology thereby
attracts a lot of investors. A similar attempt
could be made in this State also. To this end,
TIIC could conduct during 2005-06 conventions,
seminars, training programmes and possible buyer-seller
meets to disseminate information to the industry
about the bio-technology sector. These efforts
would be taken by TIIC in association with the
industrial bodies such as CII, Bio-technology Associations
etc. The resource persons would be experts in the
field drawn from successful corporates including
eminent scientists. As a follow up to the seminars,
intensive training programe for the concerned units
in this sector could be conducted to upgrade their
knowledge / quality standards etc. The funds requirement
to conduct high profile seminars/training programmes
is estimated at Rs.1 crore and hence TIIC has sent
a proposal to State Planning Commission, Chennai
for provision of Rs.50 lakhs each in the Annual
Plan for 2004-05 and 2005-06.
2. The State Planning Commission
has observed that normally, Public Sector Undertakings
are not provided with Government funds for this
kind of activity. However, TIIC desires to hold
the Annual convention on Bio-technology on the
pattern of Karnataka by providing finance for small
and medium entrepreneurs of Bio-technology initiatives.
Hence State Planning Commission has approved for
consideration of an amount of Rs.20 lakhs as one
time assistance and this amount should be utilized
by TIIC in association with organization like,
TIDCO, CII etc. in promoting/attracting investors
in the field of bio-technology industries.
3. The Government have examined
the above proposal in detail and decided to provide
budgetary support to the proposed seminar / training
/ Buyer- seller meets in the field of Bio-technology
to be conducted by TIIC by way of one time assistance
of Rs.20 lakhs under part II scheme in the Budget
Estimate for the year 2005-06.
4. Accordingly, the Govt. sanction
a sum of Rs.20 lakhs (Rupees twenty lakhs only)
as one time assistance for conducting seminar /
training / Buyer- seller meets in the field of
Bio-technology to TIIC under Part II scheme for
the year 2005-06.
5. The amount sanctioned in para
4 above shall be debited to the following head
of account:

7. The Industries Commissioner
and Director of Industries and Commerce is authorized
to draw the amount sanctioned para 4 above and
credit to the PD account of the TIIC Limited.
8.The Chairman and Managing Director,
TIIC Limited is requested to take necessary follow
up action.
9. This order is issued with the
