ORDER:

In the G.O. first read above, the Government have announced New Anna Marumalarchi Thittam for the promotion of Agro and Food Processing Small Scale Industries in all the 385 blocks of the State with a minimum Capital Investment of Rs.1.00 Crore per block.

2. In the G.O. second read above, the activities connected with fisheries such as Coastal Aqua Culture, Freshwater Prawn Culture, Mud Crab fattening, Lobster fattening, Pearl Culture were included in the list of eligible activity under New Anna Marumalarchi Thittam.

3. In the G.O. third read above, Government have ordered that the activities brought under the cover of New Anna Marumalarchi Thittam in the G.O. second above, although not registerable under Small Scale Industries category as per the Development Commissioner (Small Scale Industries) Government of India Guidelines, such units are eligible for subsidy under New Anna Marumalarchi Thittam as they were permitted under the scheme subject to fulfilling the norms prescribed under New Anna Marumalarchi Thittam.

The Industries Commissioner and Director of Industries and Commerce has stated that the issue of extending the benefits of New Anna Marumalarchi Thittam to other non Small Scale Industries activities namely Cut flower and Mush room cultivation, was placed in 7th State Level Monitoring Committee meeting held on 19.8.2004 and it was decided to include these activities also for assistance under the New Anna Marumalarchi Thittam though these activities are not registerable under Small Scale Industries category, in view of the huge domestic and export market potential available for such products. It was also decided to include all such agro based / food processing activities, which are not registerable under the Small Scale Industries category as per the guide lines of Government of India issued from time to time but on fulfilling the norms of New Anna Marumalarchi Thittam with the clearance issued by State Level Coordination Committee for extending benefits under New Anna Marumalarchi Thittam.

Therefore, the Industries Commissioner and Director of Industries and Commerce in his letter 5th read above requested the Government to issue orders for bringing the activities like Cut Flower cultivation, mushroom cultivation and such other agro based activities which are cleared by the State Level Coordination Committee meeting to be assisted under New Anna Marumalarchi Thittam eventhough they may not be registerable as Small Scale Industries units as per the Government of India guidelines and to extend the relaxation to all the units which were approved from the date of issue of Government Order first read above for New Anna Marumalarchi Thittam viz., i.e. 28.6.2002.

6. The proposal of the Industries Commissioner and Director of Industries and Commerce fifth read above was examined by Government in consultation with the Commissioner of Horticulture and Plantation Crops who in the letter sixth read above reported that cut flowers are grown in controlled atmosphere in polygreen house, in fertigated conditionality with high capital cost. Mushrooms are the new addition to the field of Horticulture. Mushrooms are the fruiting bodies of many saprophytic species of fungi. Some of these species are edible. Cultivation of mushroom is assuming greater commercial significance and has emerged as hi-tech high value venture. Quite a few projects have been established as export oriented mushroom production. Since mushrooms are highly perishable, they cannot be exported in their fresh foom and necessarily will have to be processed. Hence mushroom processing unit is also an integral part of mushroom production. Hence he has recommended to include both cut flower and mushroom cultivation under New Anna Marumalarchi Thittam with all support including subsidy and bank loan facility at subsidised rate of interest.

The Government have carefully examined the proposal of the Industries Commissioner and Director of Industries and Commerce fifth read above in the light of report of the Commissioner of Horticulture and Plantation Crops sixth read above and have decided to accept the proposal of the Industries Commissioner and Director of Industries and Commerce for bringing the activities like Cut Flower cultivation, mushroom cultivation and such other agro based activities, which are cleared by the SLCC meeting to be assisted under New Anna Marumalarchi Thittam eventhough they may not be registerable as Small Scale Industries units as per the Government of India guidelines and to extend the relaxation to all the units which were approved from the date of issue of Government Order first read above for New Anna Marumalarchi Thittam i.e. 28.6.2002.

8. Accordingly, they direct that the activities like Cut Flower cultivation, mushroom cultivation and such other agro based activities, which are cleared by the SLCC meeting, shall be assisted under New Anna Marumalarchi Thittam, eventhough they may not be registerable as Small Scale Industries units as per the Government of India guidelines. They also direct that this relaxation be extended to all the units which were approved from the date of issue of the G.O. first read above.

9. This order issues with the concurrence of Finance vide its UO Note No.3118/FS/P/05 dated 4.9.2005.
