ABSTRACT

ORDER:
In the G.O. first read above,
the Government have sanctioned the implementation
of New Anna Marumalarchi Thittam in each of the
385 blocks in the State for promotion of Agro based
/ food processing and other related industries
in rural areas to generate rural employment and
thereby improve the rural economy.
2. In the G.O. second read above,
activities connected with fisheries viz. coastal
Aqua culture fresh water prawn culture, mud crab
fattening, lobster fattening and pearl oyster culture
have been included in the list of eligible activity
under New Anna Marumalarchi Thittam and directed
that the expenditures for creating infrastructures
in these projects viz. Cost of pond construction,
store room, 5 HP Diesel pump sets and bore well,
Inlet and outlet sluice gate, pipeline for water,
equipment, paddle wheel aerators shall be considered
as investment made on plant and machinery and can
be reckoned to sanction capital subsidy under New
Anna Marumalarchi Thittam.
3. In the G.O. third read above
it was directed that although the above such activities
are not registerable under SSI as per the norms
of Government of India, such units are permitted
to avail capital subsidy subject to fulfilling
the eligibility norms under New Anna Marumalarchi
Thittam.
4. In
the 8 th State Level Monitoring Committee Meeting
held on 4.7.2005, the issue of abnormal variation
observed on the investment eligible for subsidy
among the aqua culture units was placed in the
meeting to fix a ceiling limit on the eligible
investment limit for subsidy to streamline the
issue similar to the decisions taken by Government
in respect of vermi compost / bio compost, Herbal
products and Seed processing unit vide the G.O.
fourth read above and a decision was taken that
subsidy for aqua culture units will be reckoned
at the rate of 15% on the value of eligible investment
on plant and machinery prescribed in the G.O. second
read above not exceeding Rs.3 lakhs per unit subject
to the condition that aqua culture units should
have obtained lincence from the "Aqua culture Authority" irrespective
of extent of coverage of the pond. It was also
decided that the General Manager, District Industries
Centre, of respective District should verify the
creation of assets as mentioned in the subsidy
application and issue a certificate to that effect
to TIIC for processing the subsidy application.
5. The
Industries Commissioner and Director of Industries
and Commerce has accordingly sent proposals for
sanction of subsidy to eligible Aqua culture
units promoted under New Anna Marumalarchi Thittam
at the rate of 15% on the eligible investment
value as per G.O. second read above with ceiling
limit of Rs.3 lakhs per unit subject to the condition
that the unit should have obtained licence from
the "Aqua culture Authority" irrespective of the
extent of area wherein the ponds have been constructed
and that the General Manager, District Industries
Centre, of the respective District may be directed
to certify for the creation of assets as mentioned
in the subsidy application form filed by the respective
unit for disbursement of subsidy by TIIC.
6. The
Government, after careful consideration of the
proposal of Industries Commissioner and Director
of Industries and Commerce have decided to accept
it. Accordingly they direct that subsidy shall
be sanctioned to eligible Aqua culture units
promoted under New Anna Marumalarchi Thittam
at the rate of 15% on the eligible investment
value as per G.O. second read above with ceiling
limit of Rs.3 lakhs per unit subject to the condition
that the unit should have obtained licence from
the "Aqua culture Authority" irrespective of the
extent of area wherein the ponds have been constructed
and that the General Manager, District Industries
Centre, of the respective District shall certify
for the creation of assets as mentioned in the
subsidy application form filed by the respective
unit for disbursement of subsidy by TIIC.
7. This order issues with the
concurrence of Finance Department vide its U.O.
No.57215/Fin (Ind)/2005-1 dated 12.8.2005.
