ORDER:

The Industries Commissioner and Director of Industries and Commerce in his letter second read above has stated that the Government of Tamilnadu has committed to bring the state as first in the country by promoting investment in the industrial sectors, mainly by tapping the rural industrial potential and identifying the potential investors / entrepreneurs by disseminating information about various Government Schemes/ Assistances / Linkage with the financial institutions / banks, export awareness etc.

2. In order to provide exposure to the first generation Entrepreneurs and to disseminate information about Government incentives for the above sectors / thrust areas and to enlighten and motivate people to start new ventures in rural areas, he has proposed to conduct industrial seminars in each District covering 15 Districts in the first phase during 2005-06 and the remaining 12 districts of the State (except Erode, Coimbatore and Chennai) in the second phase during 2006-07. The seminar will be for 2 days with technical session attended by experts in specific fields for motivating the entrepreneurs. Financial institutions / banks, the District Associations, etc. will also be involved to partake in the seminar. The expenditure per district per programme will be Rs.1.00 lakh which includes various components of expenditure viz. Hall rent, printing of course material, payment of fees to resource persons, printing of invitation, advertisement, expenditure and other contingent expenditure relating to the conduct of Seminar. Items of expenditure will be consolidated and reconciled by the respective General Manager supported by detailed vouchers within a specific period of time.

3. Therefore, the Industries Commissioner and Director of Industries and Commerce requested the Government to sanction a sum of Rs.15 lakh for the year 2005-06 towards expenditure for organizing Industrial Seminars in 15 Districts.

4. The Government have examined the proposal of the Industries Commissioner and Director of Industries and Commerce and decided to approve the proposal under Part II Scheme for 2005-06. Sanction is therefore accorded for incurring an expenditure of Rs.15.00 lakhs (Rupees fifteen lakhs only) for organizing District Industrial Seminar in the following districts which are having relatively more uncovered blocks under New Anna Marumalarchi Thittam viz. 1) Cuddalore, 2) Dharmapuri, 3) Karur,4) Madurai, 5) Perambalur, 6) Sivagangai, 7) Thanjavur, 8) Theni, 9) Dindigul, 10) Ramanathapuram, 11) Thiruvannamalai, 12)Tiruvallur, 13) Vellore, 14) Virudhunagar and 15) Thiruvarur during 2005-06.

5. The expenditure sanctioned in paragraph 4 above shall be debited to

"2851-00-Village and Small Industries - 102 Small Scale Industries II. State Plan - LF. State Industries Centre 08. Advertising and Publicity - 09. Others" (DPC No.2851 00 102 CF 0895)

6. The Industries Commissioner and Director of Industries and Commerce is authorised to draw and disburse the amount sanctioned in paragraph 4 above to the General Managers, District Industries Centres concerned and to send utilization certificates to Government towards the expenditure incurred in this regard.

7. This order issues with the concurrence of Finance Department vide its U.O.No.32832 / Inds./ 2005-1 dated 5.5.2005.
