ORDER:
Tamilnadu is one of the major
coir producing States in the Country. Coir Industry
is concentrated in the districts of Kanyakumari,
Thanjavur, Coimbatore, Tirunelveli, Madurai, Theni,
Dindigul, Salem, Dharmapuri and Vellore. With regard
to fibre production, Tamilnadu stands second only
to Kerala, but in the production of brown fibre
the State stands first in the country. Coir Industry
is very important to Tamilnadu, as it contributes
to its rural economy, besides providing employment
to the rural people, particularly women. Coir activities
in the state at present are confined with production
of fibre and spinning of yarn. Post fibre activities
are yet to take momentum.
2. The annual production of fibre
was estimated at 1.10 lakh M.Ts. utilising only
47% of the total coconut husks produced in the
State. Coir industry is providing employment to
about 72,840 persons in the State. There are 5398
coir units in Tamilnadu, out of which 5,333 are
in the private sector. There are about 3,411 rope
making units, 1,244 yarn manufacturing units, 562
Fibre extraction units, 102 curled coir manufacturing
units, 7 rubberized coir units and 7 coir pith
processing units. Frame-mats and geo-textiles are
produced in a small way. The manufacture of value
added products is yet to be started. There is scope
for increasing the utilisation of coconut husks
upto 60% which will increase the production of
fibre from the existing level of 1.10 lakh M.T.
to 1.89 lakh M.T generating additional employment
to about 22,000 persons, particularly in the rural
areas.
3. Coir Board, Kochi has envisaged
various schemes for the development of coir industry
in the country. The Coir Board has drawn up a Millennium
Development Mission Document with an investment
of Rs.739.00 crore to be made for the development
of Coir industry in Tamil Nadu State, during the
period 2004-2008. In order to popularize the schemes
prepared by the Coir Board under the Millenium
Development Mission Document and also to create
awareness among the coir industrialists on the
procedures in export of coir and coir products,
the Industries Commissioner and Director of Industries
and Commerce has proposed to conduct 5 seminars
in coir cluster districts viz Madurai, Coimbatore
(Pollachi), Thanjavur, Dharmapuri and Kanyakumari.
The seminars will be organized in association with
Coir Board and other Government Departments concerned.
The cost for conducting each seminar is approximately
Rs.1.00 lakh. The expenditure will be equally shared
by the Coir Board, Kochi and the State Government.
4. The Industries Commissioner
and Director of Industries and Commerce in his
1 st letter read above has sent proposal for sanction
of Rs.2.50 lakhs being the 50% of the cost, as
non-recurring expenditure for conducting 5 seminars
under Part II Scheme 2005-06. He has stated that
the balance amount of Rs.2.50 lakhs shall be borne
by the Coir Board.
5. The Government after careful
examination have decided to accept the proposal
of Industries Commissioner and Director of Industries
and Commerce in para 4 above.
6. Sanction is accorded for incurring
an expenditure not exceeding Rs.2.50 lakhs (Rupees
two lakhs and fifty thousand only) being the 50%
of the cost of expenditure for conducting 5 seminars
in the districts mentioned in para 3 above.
7. The expenditure sanctioned
in para 6 above shall be debited to the head of
account

8. The Industries Commissioner
and Director of Industries and Commerce is authorised
to draw and disburse the amount to the Special
Officer, Tamil Nadu State Coir Cooperative Marketing
Federation (TANCOFED) Chennai-5, which is an apex
institution of all Coir primary societies in the
State. TANCOFED will coordinate with the Coir Board
in conducting the seminars. The Special Officer,
TANCOFED should send Utilisation Certificate to
Government through Industries Commissioner and
Director of Industries and Commerce.
9. This order issues with the
concurrence of Finance Department vide its UO No.33134/05-1
