ORDER:
New Anna Marumalarchi Thittam
is under implementation in all 385 Blocks in the
State with the objective of setting up of Agro
based/ Food processing units in rural areas and
the units set up under New Anna Marumalarchi Thittam
have to comply with quality standards prescribed
by various states and international organisations.
Presently these units meet their testing requirements
by approaching CFTRI, Mysore. As the requirement
of mandatory testing and compliance with standard
norms is gaining momentum it has become necessary
that testing facilities are made available in the
State to cater to the testing needs of the Agro
based / Food Processing and Bio tech units established
under New Anna Marumalrchi Thittam. Further Industrial
Associations have been representing in many forums
for the need to set up quality certification /
Testing lab in our State. This will enable the
Food processing and other units set up under New
Anna Marumalarchi Thittam to get the necessary
certificates within the State.. The need for quality
certifying lab has become all the more important
due to the statutory requirements. As, the food
processing industry has substantial presence in
the Northern Tamil Nadu especially in and around
Chennai it will be appropriate for the setting
up of such a quality certifying lab at Chennai
and for other Districts the lab may be established
in Madurai where a mega cluster project for cereals,
pulses, staples and oil milling is under implementation.
2. The Industries Commissioner
and Director of Industries and Commerce in his
letter second read above has stated that Chennai
Industrial Cooperative Analytical Laboratory Limited,
Guindy have informed that with the assistance of
Rs.5 lakhs may not be sufficient for purchasing
major equipments or instruments but only certain
upgradation of existing available equipments can
be attempted and only the following tests can be
conducted:
a) Impurity Profile Test (Partial)
By modification of Gas Chromatography
available in Chennai Industrial Cooperative Analytical
Laboratory Limited.
b) Micro (Partial)
With the existing infrastructure
facilities.
However Chennai Industrial Cooperative
Analytical Laboratory Limited has informed that
while purchasing the Humidity Chamber, capillary
port and other systems, Electron Capture Detector
and Thermo Ionic Detector can analyse the food
products for their stability, estimation and pesticidal
residue Chennai Industrial Cooperative Analytical
Laboratory Limited has requested Industries Commissioner
and Director of Industries and Commerce for considering
MICAL Lab for expansion of their activities in
analysing the food products manufactured by the
SSI Units. The Industries Commissioner and Director
of Industries and Commerce has stated that the
offer of MICAL for conducting the test may be considered
for release of Rs.5 lakh earmarked for the setting
up of Quality Certification lab at Chennai. In
respect of quality certifying lab set up at Madurai,
based on the consent expressed by Tamil Nadu Food
Grains Marketing Yard Limited for establishing
a common testing centre for agro based food processing
industries promoted under New Anna Marumalarchi
Thittam (NAMT). The Industries Commissioner and
Director of Industries and Commerce as requested
for sanction of Rs. 5 lakhs earmarked for setting
up of Quality certifying Lab at Madurai to Tamil
Nadu Food Grains Marketing Yard Limited, Madurai.
3. After careful examination,
the Government accept the proposal of the Industries
Commissioner and Director of Industries and Commerce
and accord sanction of Rs 5.00 lakhs (Rupees five
lakhs only) to Chennai Industrial Cooperative Analytical
Laboratory Limited for upgrading the existing equipments
at Chennai and Rs. 5.00 lakhs (Rupees five lakhs
only) to Tamil Nadu Food Grains Marketing Yard
Ltd, Madurai for setting up of Quality Certification
Lab at Madurai under Part II Scheme 2005-2006.
4. The amount sanctioned in para
3 above shall be debited to the following head
of account:

5. The Industries Commissioner
and Director of Industries and Commerce is requested
to draw and disburse the amount sanctioned in para
3 above to Chennai Industrial Cooperative Analytical
Laboratory Limited and Tamil Nadu Food Grains Marketing
Yard Ltd.
6. This order issues with the
concurrence of Finance Department vide its U.O.No.37772/05-1(Ind)
