ORDER:

In G.O.Ms.No.475, Agri.Dept. dated 19.11.2003, orders have been issued for the supply of 1250 numbers of 7.5 HP Oil Engine with pumpsets to the farmers Self Help Groups of the Cauvery Delta Districts of Thanjavur, Nagapattinam and Thiruvarur Districts during 2003-04, at a total cost of Rs.187.50 lakh under Swarnajayanthi Gram Swarozgar Yojana, a Rural Development Scheme which is a Centrally Sponsored Scheme.

2. The District Collector, Cuddalore in his letter second read above, has requested that a reasonable percentage maybe fixed for the distribution of pumpsets to the farmers of Kattumannarkoil and Chidambaram Taluks of Cuddalore districts, which are coming under the Cauvery Delta.

3. The Government have examined the request of the District Collector, Cuddalore carefully and decided to accept it. Accordingly, the Government approve the scheme for the additional supply of 50 Nos. of 7.5 HP Oil Engine with Pumpsets to 50 farmers Self Help Groups of Kattumannarkoil and Chidambaram Taluks of Cuddalore District as follows:-

The Government sanction a sum of Rs.2.0625 lakh (Rupees two lakh and six thousand two hundred and fifty only) towards the State subsidy for the supply of 50 Nos. of 7.5 HP Oil Engine with pumpsets (5 Nos. for SC/ST and 45 Nos for Non SC/ST) to the farmers of Kattumannarkoil and Chidambaram taluks of Cuddalore Districts with a subsidy of 100% and 75% to the SC/ST farmers and Non-SC/ST farmers Self Help Group respectively.

5. The Government also direct the Special Commissioner and Director of Agriculture that the subsidy pattern mentioned in para-3 above and the guidelines indicated in G.O.Ms.No.475, Agir.Dept dated 19.11.2003 should be followed While implementing the scheme.

6. There are energy efficient diesel/kerosene pumpsets produced with BIS Certificate - IS:7347, IS:6595 (part I) and IS:11501. Though of lesser HP, these are claimed to deliver the same output as 7.5 HP conventional diesel pumpsets with BIS No.IS:11170 & IS 6595. hence, the Government proposes to leave the choice to the SGSY - SHG to buy any pumpset with any of the above ISI Certificate numbers, provided the price does not exceed Rs.20,000/-, the maximum price of a 7.5 HP diesel pumpset with IS No.11170 or 6595 of any brand and the make is approved by Chief Engineer (Agrl.Engg). For the supply of 7.5 HP Oil Engine with pumpsets the guidelines of the SGSY scheme as indicated in G.O.Ms.No.475, Agri.Dept. dated 19.11.2003 should be strictly followed.

7. The Expenditure sanctioned in para 4 above shall be debited to the following head of account:

Rs.0.375 lakh

Necessary provision of funds has been included in the FMA 2003-04. The Pay and Accounts Officer / Treasury Officers are requested to admit the bill if it is otherwise found in order.

8. This order issues with the concurrence of the Finance Department vide its U.O. No.37/JS(Per)/Finance/2004-1, Dated:13.2.2004
