ORDER:
In the G.O. first read above,
orders have been issued sanctioning Rs.19.00 crores
for implementing the scheme to control Eriophyte
Mite in coconut trees by spraying three rounds
of chemical viz. Triazophos, Azadiractin and Carbosulfan
recommended by Tamil Nadu Agricultural University
to control the Eriophyid Mite in 1,80,95,240 coconut
trees with assistance from Government of India
to the tune of Rs.9.50 crores and State share of
Rs.9.50 crores. It was also ordered therein that
the state share of Rs.9.50 crores will be recovered
from the beneficiary farmers and remitted into
Government account.
2) However, due to some apprehensions
regarding the use of the above chemicals and its
insignificant impact on the Eriophyid Mite, Government
have reconsidered the entire issue. An Expert Committee
was appointed. After considering its recommendations,
the Commissioner of Agriculture in his letter fourth
read above has forwarded the following revised
package of recommendation proposed by the Tamil
Nadu Agricultural University for adoption. COST FOR THREE ROUNDS

3) The Commissioner of Agriculture
has also stated that the recommended package
of Botanical including spraying cost works out
to; Rs.20.50 per tree out of which the cost of
Botanicals per tree for 3 rounds of spraying
is Rs.8.50 and the 50% cost of the Botanicals
i.e.Rs.4.25 alone may be extended as subsidy
to the farmer and this amount may be utilised
for treating 223 lakhs affected coconut trees.
Further the cost of Spraying and cost of Micro
and Macro nutrients has to be borne by the farmers
and in order to control the Mite effectively
besides the above three rounds of spraying two
more rounds of spraying may be required additionally
to get maximum control of mites. The total expenditure
works out to Rs .86.00 per tree and out of this
sum the admissible subsidy is only Rs.4.25/tree.
4) Accordingly in supersession
of the orders issued in the G.O. first read above
Government accord sanction for a sum of Rs.9.50
crores (Rupees Nine crores and fifty lakhs only)
being the Coconut Development Board's assistance
for implementing the scheme during 2003-2004
to control Eriophyte Mite in 223 lakhs affected
coconut trees by adopting the following package
recommended by the Tamil Nadu Agricultural University,
Coimbatore

Out of the above amount of Rs.8.50
the admissible subsidy is only Rs.4.25 per tree.
The farmer can buy Azadirachtin 1% and Neem oil
to the tune of Rs.8.50 per tree and get the subsidy
of Rs.4.25 released from the Agricultural Extension
Centre by producing bills from reputed dealers.
This will be limited to 175 trees per hectare
at one time i.e.@Rs.4.25 per tree up to a holding
of 5 hectares per farmer. Area beyond 5 Hectares
by a farmer will not be eligible, though up to
5 Hectares will be eligible.
5) The expenditure sanctioned
in para 4 above shall be debited to the following
head of account:

Commercial Crops. Schemes in the Ninth Five Year
Plan – VI. Schemes shared between State and Centre – VC.
Schemes for control of Eriophyid Mite in Coconut
Trees – 09. Grants-in-aid –3. Grants for Specific
Schemes (DPC 2401-00-108-VC-0937)" Necessary
provision of funds has been made in FMA 2003-04.
The Pay and Accounts Officer and Treasury Officer
are requested to admit the bill if it is found
otherwise in order. This amount will be brought
to the notice of the legislature by inclusion
of the amount in next Final Supplementary estimates.
6) The Special Commissioner
and Director of Agriculture is requested to give
publicity about the Tamil Nadu Agricultural University
's package of recommendations for adoption by
the farmers through media . He is also requested
to ensure successful implementation of the scheme.
7) The TNAU alone has the requisite
expertise to identify the correct and proper
quality of the botanicals to be supplied. In
order to ensure supply of proper quality of the
products to farmers, the Tamil Nadu Agricultural
University will identify the manufacturers. The
recommended Botanicals should be available in
the identified retail sale points freely in the
State.
8) The Special Commissioner
and Director of Agriculture is requested to send
the progress report and the utilisation certificate
to the Coconut Development Board under intimation
to this Government.
