ORDER:

In order to increase the efficiency of irrigation, to increase the area under cropping and to improve cropping intensity, a project has been formulated by Chief Engineer (Agricultural Engineering) in the letter read above for replacement of old pumpsets by energy efficiency new pumpsets. The Chief Engineer (Agricultural Engineering) has reported that the 500 pumpsets selected for the study on electrical energy consumption by Tamil Nadu Electricity Board will also be considered in this project subject to willingness of the farmers to participate in this programme giving 50% cost as their contribution. The project will be with 50% support to farmers with total cost of Rs.1000/- lakhs. The Government have examined the proposal of Chief Engineer (Agricultural Engineering) and it has been decided that a pilot project can be taken up in 3 regions, viz. Theni, Villupuram and Coimbatore and should cover one transformer area in each region. The impact of study should cover power consumption water saving and farm productivity involving Tamil Nadu Electricity Board and Tamil Nadu Agricultural University. Accordingly, the Chief Engineer (Agricultural Engineering) has sent a revised proposal to cover 167 farmers in an area of 362 hectares in the above 3 districts, at a total cost of Rs.179.685 lakhs of which Rs.56.03 lakhs will be subsidy and 123.655 lakhs will be farmers contribution as loan. The project costs to improving the efficiency of electrical pumpsets are indicated in the Annexure-I to this order.

2. The Government accept the above revised proposal of the Chief Engineer (Agricultural Engineering) and accordingly issue the following orders. Out of the total cost of the project of Rs.179.685 lakhs, Rs.56.03 lakhs will be subsidy and Rs.123.655 lakhs will be farmers contribution. Out of the above subsidy amount of Rs.56.03 lakhs, the subsidy through micro irrigation of Rs.34.65 lakhs sanctioned in the G.O. first read above will be dovetailed from the drip irrigation programme under the following head of account:-

"2401.00.Crop Husbandry-119. Horticulture and Vegetable crops - Schemes in Tenth Five Year Plan-II. State Plan - KX. State scheme for drip and sprinkler to cover farm pumpsets particularly in Ground water stresses Blocks - General."

The balance subsidy of energisation of Rs.10.855 lakhs and water harvesting of Rs.10.525 lakhs to a total cost of Rs.21.38 lakhs are hereby sanctioned. The scale of subsidy to be provided is furnished in the Annexure-II to this order. The cost of water harvesting structure will be based on actual need and should not exceed Rs.10.525 lakhs.

3. The expenditure of Rs.21.38 lakhs sanctioned in para 3 above shall be debited to the following new sub head of account to be opened under demand No.5 - Agriculture, "2401.00 Crop Husbandry - 800. Schemes in the Tenth Five Year Plan-II State Plan.JZ - Scheme for improvement of income of farmers operating pumpset irrigated land-09. Grants in Aid-03. Grants for Specific schemes. 2401-00-800-JZ - 0935".

4. The Chief Engineer (Agricultural Engineering) is the estimating, reconciling and controlling authority for the above new head of account. The Pay and Accounts Officer / Treasury Officer are requested to open the above new head of account in their accounts.

5. Necessary provision of funds has been included in Final Modified Appropriation 2003-2004. The Pay and Accounts Officers / Treasury Officers are requested to admit the bills, if it is otherwise found in order. This will be included in the next supplementary estimates.

6. This order issues with the concurrence of Finance Department vide its U.O. No.26/SS (Dr. KSG)/04, dated 20-02-2004.
