ORDER:

In the Government Order read above, a sum of Rs.5.60 lakh was sanctioned to the Chief Engineer (Agricultural Engineering) for conducting the demonstration of the following improved agricultural implements recommended by the Government of India under the Central Sector Scheme:-

I. Tractor drawn Rotavator

II. Manual / Power Weeder

III. Manual /Self Propelled Rice Transplanters

IV. Vertical Conveyer Reapers

2. The Chief Engineer (Agricultural Engineering) in his letter read above has reported that out of the machineries recommended by the Government of India, Tractor drawn Rotavator is available with the Agricultural Engineering Department and the other Machineries are not available with the department . As per the Government of India's guidelines, expenditure can be incurred on the purchase of machineries required for demonstration. He has therefore requested that out of sanctioned amount of Rs.5.60 lakhs a sum of Rs.4.10 lakhs may be earmarked for the purchase of the following machineries:-

The balance amount of Rs.1.50 lakhs (Rs.5.60 lakhs - Rs.4.10 lakhs ) may be earmarked for conducting the demonstration.

3. The Government after careful examination, accept the request of the Chief Engineer (Agricultural Engineering) and issue orders earmarking a sum of Rs.4.10 lakhs (Rupees four lakhs and ten thousand only) for the purchase of machineries mentioned in para 2 above and a sum of Rs.1.50 lakhs (Rupees One lakh and fifty thousand only) for conducting the demonstration out of the amount of Rs.5.60 lakhs sanctioned in the Government Order read above.

4. The amount of expenditure earmarked for the purchase of machineries may be debited un der the following head of account:-

"2401.00.Crop Husbandry -113. Agricultural Engineering Schemes in the Tenth Five Year Plan -III Centrally sponsored -SA. Demonstration of newly developed Agricultural equipment -19. Maintenance and equipments - 01.Purchase."

5. The Amount of expenditure earmarked for conducting the demonstration may be debited under the following head of account:-

"2401.00 Crop Husbandry -113. Agricultural Engineering Schemes in the Tenth Five Year Plan.III -Centrally Sponsored-SA. Demonstration of newly developed Agricultural equipment -08. Advertisement and publicity-03.Demonstration (DPC Code 2401.00.113.SA.0835).

6. As per the guidelines of Government of India, a Committee is hereby constituted for close monitoring supervision and analysis, etc. of the demonstration, programme with the following officials:-

1. The Special Commissioner and Director of Agriculture - Chairman

2. The Director of Horticulture and Plantation Crops, Chennai-5 - Member.

3. The Commissioner of Agricultural Marketing and Agri. Business, Chennai-32. - Member

4. The Dean of Agricultural Engineering, TNAU, Coimbatore - Member 

5. The Chief Engineer (Agricultural Engineering) Chennai-35. - Member

7. The guidelines for demonstration of Agricultural Implements under Central Sector Scheme prescribed by Government of India is annexed for adherence as far as Tamil Nadu is concerned.

8. This order issues with the concurrence of Finance Department vide its U.O.note No.25/JS /per/04 dated 17.2.04.

Guidelines for Demonstration of Agricultural Implements under Central Sector Scheme "Development of Prototypes of Industrial Designs of Agricultural Implements including Horticultural Equipments and their trials at Farmers' Fields".

Demonstration of improved agricultural implements /machines specially the newly developed ones is one of the important instrument for disseminating technology for fast popularisation and adoption by the farmers. Under the scheme, the Front Line demonstrations would be taken up through ICAR and demonstration through the States Department of Agriculture, SAICs and the other such organisations.

2. Objective: The objectives of the FLD/Demonstrations are -

(i) testing of efficacy, as well as, popularisation of the improved / newly developed agricultural equipment including horticultural equipment at the Farmers' filelds, under the actual field conditions.

(ii) Performance and acceptability assessment of the agricultural equipment covered under the programme.

3. BASIC CONSIDERATIONS:-

(i) The demonstrations under the Scheme shall be organised under the ICAR system and by State Governments organisations.

(ii) During the demonstrations, the farmers acceptability of the agricultural equipments shall be assessed.

(iii) Each demonstration shall cover a minimum area of one acre or one hour as the case may be. The demonstration shall be organised in project area concept.

(iv) the selection of the demonstration site shall be decided in consultation with the Department of Agriculture and State Agricultural Universities of the concerned State, Moreover, the demonstration site should be easily assessable to other farmers of the neighbouring villages and extension workers coming from different parts of the district.

(v) The owner of the demonstration site may be a progressive farmer and preferably approachable by other farmers and extension workers.

(vi) The expenditure to be incurred on the purchase of improved / newly developed agricultural equipment / machines by each State government organisation shall be within the overall sanctioned amount by the Government of India and as per the Store Purchase Rules of the respective government / Organisation.

(vii) The contingency expenditures towards the conduct of demonstration under the scheme would be assessed by the respective government Organisation and proposal submitted to Government of India for approval in the beginning of each year. The expenditure on demonstration would be met out of the approved funds. At the same time, strict economy measures would need to be taken towards incurring contingency expenditure.

(viii) The contingency expenditure for each demonstration may include expenses like transportation of all equipment, hiring of tractor, power source and any other miscellaneous expenditure incurred for carrying out the demonstrations.

(ix) The type of agricultural equipment /technology to be demonstrated shall be as per the requirement of the State area and shall be decided by the implementing organisation in consultation with the State Agricultural functionary / State Agricultural Universities.

(x) Although, fresh proposals for conduct of demonstration, and the equipment needed for the same would be invited in the beginning of each year, the States which have not been funded for the purpose, would be given priority over the others. However, expenditure on account of contingency would be granted each year during the plan period.

(xi) Some funds for conduct of demonstration will be kept exclusively for North-Eastern States for popularisation of improved agricultural implements.

(xii) with a view to extending benefits of the scheme to the maximum number of farmers and maximum number of States, the improved agricultural implements / machines which are less expensive and important for particular States would be covered under the scheme.

4. IMPLEMENTATION :-

(i) All the demonstrations may be carried out under close supervision of the Technical Officer, Incharge of the demonstration and he shall record observations of all important events so that the same could for a feed back for the State, Central Government and the research organisation.

(ii) The concerned technical officer shall keep records of various expenses incurred for the demonstration.

(iii) When the demonstrations are completed, analysis shall be made to bring out cost analysis and benefits of improved technology over the previous / traditional technology.

(iv) No expenditure will be met from the scheme on recruitment of staff purchase of tractor computer, video, camera any other such asset.

(v) The Scheme has been sanctioned for the Ninth Plan Period during which Government of India would continue to finance release the funds . However, in the event of discontinuance of the Central Sector scheme during the Tenth Plan period and in case of the need of the State for conducting such demonstrations further, the expenditure will be met by the respective State Government.

(vi) State Government will ensure to complete the targeted number of demonstrations fixed for the year.

(vii) The expenditure towards repair and maintenance of implements / machines under the scheme shall be borne by the concerned State Government / Organisation and /or from the contingency amount.

(viii) Procurement of implements / machines under the schme will be made by the concerned state Government / Organisation as per its prevailing Financial / store Purchase rules.

(ix)   T he implements / machines procured under the scheme will be a part of inventory of the State Government / Organisation and necessary store purchase procedures / rules will be strictly followed in this regard.

(x) The implements /machine procured under the scheme shall be used upto the expected life of machine. However in case the machine are notused by the concerned State Government, Government of India may consider for their use in other states.

(xi) The Annual Audited Statement of account together with the Certificate of actual utilisation of the grants received by the State Government /Organisation shall be submitted to the Department of Agriculture & Cooperation within one month of the expiry of the financial year i.e 30 th April of the subsequent year.

5. SUPERVISION:-

(i) The results of the demonstration shall be properly documented reported, circulated to all the concerned in the State Department Agriculture and in the Government of India.

(ii) A committee under the chairmanship of Director (Agriculture) concerned State shall be constituted for close monitoring, supervision and analysis etc. of the demonstration, programme taken up.

(iii) The Organisation concerned would ensure effective implementation and supervision of the Scheme by the Officers specially designated at the State and District level. The Officers from the Farm Machinery Training and Testing Institute at Budni (M.P. Hissar (Haryana), Garladinne (A.P) Biswanath Chariali (Assam) and the Officers from the Ministry of Agriculture shall be undertaking random visits to see the actual demonstration and assess the performance.

(iv) The success story of demonstration of improved agricultural implements may be published in popular journals/periodicals for the benefits of other farmers in their State and for the farmers of the other States.
